Resolution: Playing BOW h7 (8) blocks BOLIVARES and allows you to outrun any other bingo, as it allows you to play the Q off (QAID, QI, QAT,) in case your opponent has one of the other high scoring bingos. While it certainly allows more bingos, every other play has potential diaster scenarios that could result in a loss.
