Subgoal: Develop a plan for both you and your opponent drawing the Q.
Resolution: Play PINGO. Keeping the AE allows you the opportunity to play AQUAE. If your opponent blocks, you will get QI at the very least, and likely draw one of the the Ts to play QAT at o1. As long as you either a) avoid the Q, b) draw a T, or c) draw one of the remaining vowels, you should be able to win.
