In Puzzle 37, while your opponent has clunky tiles, you have no chance of trapping your opponent with tiles as there are too many plays available. In addition, the board and your low scoring tiles do not lend themselves to setups: the only setup option is RUT/ROBE, but that loses by 6 points.
There are, however, a great deal of out in two possibilities paralleling INDEX, trying to draw a lucrative out-in-two. In these situations, the best thing to do is focus on the leaves of each candidate possibility, such as ER, OR, RR, EOR, ET etc. and focus on the scoring potential of the leaves. When you do that, you’ll find the best endgame: BURRO 4a (22), leaving VET on your next turn 4h (15) to go out and win.
